What makes a good teacher? The most basic question in education has lately become a hot topic for academic researchers, who are trying to figure out a way to measure exactly who is effective, who is not, and the differences between the two.

Now the New York City Department of Education and the United Federation of Teachers have participated in a $2.6 million two-year study supported by the Gates Foundation to try to find out just how teachers should be evaluated.

The goal of the study is to make it clear how to measure teachers’ effectiveness beyond relying on student performance on standardized tests.

The Gates Foundation, which has become one of the most influential forces in education reform of the nation, said it would spend half a billion dollars to study and improve teacher quality at schools throughout the country.

Chancellor Joel I. Klein and, Michael Mulgrew, the new president of the teachers’ union, signed a letter together that would go out to union members, emphasizing that the operating principle is that “we all recognize that the work of teachers must be measured in ways that are fair and effective.”

“Nationally, current measures of teaching rarely take into account the full range of what teachers do, or what they teach in class, ” the men wrote in the letter. “This study, on the other hand, begins right in the classroom, and will explore a broad range of measures that might be taken to improve teaching.”

The researchers will use students’ test scores, students and teachers’ surveys, and video observations of teachers in the classroom.
